What par of an ACR is considered the firearm? (upper/lower)

Obviously for ARs it's the lower, but what about the ACR? Is it the upper? Is there somewhere official that has this information?

If Bushmaster ever ends up selling upper receivers separately, you could have two uppers; a restricted and a non-restricted, that could be swapped if you wanted to shoot in the woods or at a range.

Interesting idea, could be how people like Blacksun can get their seperate barrel lengths, legally. Neat :).
 
One would think that the lower is the firearm as that is the receiver with the trigger mechanism. Same as the AR15, XCR, AR180b, Swiss Classic Green/Black.

But on the FN FAL type rifles its the upper receiver that is the firearm. And since its been said that its the upper thats serialized and not the lower, IMHO its the upper that is the firearm when it comes to the ACR.
 
I was under the opinion that it is the part for which the firearm serial number is located.

On my XCR-L (Non-Restricted) its number is located on the lower, My Colt AR15-A2 Sporter (Restricted) is also located
on the lower as well. Not too sure on the other rifles out there maybe someone out there has more info to
add to this thread.

I've seen Swisses with the serial on the bottom.
Mix and match and you can have one without serial at all ;)

All parts on the Swiss arms are serialized (upper, lower, bolt and carrier), but the upper contains the full serial no and is the legally registerable "firearm".
 
whatever part has the full serial number is the registered "gun"

if you swap uppers, you are in fact just changing the non resgistered lower from one to another. no loophole there.

now if you could magically use and ACR lower on a AR upper, then you would have something........
