Places to hunt pheasant
I am not sure about this year, but for the past couple of years Luther Marsh Wildlife Management Area has had a controlled pheasant hunt. For $15 or $20 you can hunt pheasants, other small game and waterfowl after the September 24(25?) opener. They release about 1400 birds throughout the season in the north end of the management area. You can also buy a seasonal licence for about $150/200. Luther marsh is about an hour or so northwest of Toronto.
A similar opportunity exists further west at Conestogo Lake Conservation area. The licence is somewhere around $150 a season and about 1600 birds are released, with a limit of 200 hunting permits available per season. Both Conestogo Lake and Luther Marsh belong to the Grand River Conservation Authority.
Other than these, there is a smattering of County and Crown Forests found in the countryside just outside of the GTA, and while most of these aren't prime pheasant habitat, some of them might be located in areas where pheasants are found. I would suggest trying Beverly Swamp just east of Cambridge, which if it does not hold too many pheasants would at least give you some grouse, woodcock and rabbit.
I hope that this is of some help.

Frank
