What/where/cost/practicality of a strain guage to measure pressures.

I have two different strain gage meters from Fabrique Scientific (www.fabriquescientific.com), though I see he no longer makes them. There is what appears to be a similar (though a bit more elaborate) product at www.shootingsoftware.com/pressure.htm for $500. Oehler also makes (made?) a Model 43 Personal Ballistics Lab.

I haven't used mine in years, but when I got them I did use them fairly intensely for a few months. I guess what I am saying is that once I explored what was on mind, there hasn't been much call to revisit the measurements. I was quite happy with the usefulness of the technique (externally cemented strain gage).

Any sort of testing in particular that you have in mind?

(EDIT to add: there is also another method of measuring pressure, by Geoff Kolbe; an accelerometer is attached to the receiver, and this signal measured. I don't know if this technique has been commercialized or not)

A friend of mine wants to measure his shotgun ammo.
He has some old damasciss barrled guns he wants to load safely for.
I might use it for some load development on some different rifles.

Anything with Damascus barrels should not see the use of smokeless powder. BlackPowder only!

I'm not sure how a strain gauge would help. knowing how much pressure a given load produces is worthless info unless you also know what the limitation of the barrel is. And that is impossible to know in an old Damascus bbl because the level of corrosion between the bands cannot be known.
