what's a "20 MOA base" mean?

I've seen this term used a fair bit on rimfire forum , usually referring to a scope mount.

I get what a minute-of-angle is, just not sure what you fellas mean when a scope base is is given this name?

most scopes would be mounted parallel to the barrel a 20moa base tapers downward at a 20moa angle allowing more adjustment from your scope for farther ranges.

If you shot around 100 yard, no need for 20 MOA base.
