The 10/22 target models only need the trigger done, which is also required on the 597.

10/22 pros:

-The magazine system (10 round rotary) are top notch. I've never had a jam etc with them. An excellent system.
-The target models only need the trigger done to shoot well.
-Lots of parts etc if you want to change something

Cons:

-The mag release is a bit awkward
-No last shot hold open
-The triggers need work

597 Pros:

-Slightly cheaper
-Mags are cheaper (see my thoughts/experience on the mag system)
-Last shot hold open
-Better placement of the mag release, although it is still slightly too far forward for my preferences.
- The general consesus has been that the accuracy edge goes to the 597, although there have been a number of ammo sensitivity reports and even some that shoot so poorly it's embarrassing.

cons:

-The mag system. 2 of the 5 mags I have for mine won't lock in place. The ones that did work, were fine. Overall not as good as the 10/22 system.
-The triggers need work (parts are available)
-lack of parts such as barrels
- May need to check that the guid rods aren't too tight or you'll get malfunctions
- Reports of ammo sensitive and even the odd report of horrendous accuracy with some of the high end target versions.

Concluding remarks:

My current 597 TVP is very ammo sensitive. With the right ammo it does outshoot my 10/22 target. The problem is finding the ammo it likes. The stuff it doesn't like shoots very poorly. The 10/22 target I have shoots everything ok, and shoots what it likes fairly well.

As for the rail. Both my 10/22 and 597 came with them. The one on the Ruger was solid. The one on the 597 I didn't have much faith in. It just didn't seem secure. Both however have been replaced with Leupold one piece bases.

I'm still partial to the 10/22 overall. But... they are obviously fairly comparable. It's a tough choice. Both have pros/cons.

I like my 597 for what it is and what It cost me. I only own the base model and am happy with what I got for the money ($169 after Rem rebate). I cant justify the price jump for the higher end models if it is still built off the same receiver and plastic trigger body with all the same internals (WMR excluded).

I did have to do some tinkering with mine to get it to function flawlessly (polishing and shaping extractor, chamber and mags) and have a reasonable (to me) trigger pull. The high cap mags all have had to be shaped a bit to keep them from dragging on the bolt and causing FTF's due to the gun being slightly out of battery.

My experience with the 10/22 is limited to plinking with a few buddies stock guns and my impression was that I liked the functionality and layout of the 597 better. That said the aftermarket for the 10/22 is a big plus it you want to go that rout.

My 597 has not been satisfactory as far as accuracy goes but that might be due to my penchant for cheap bulk ammo. I mainly purchased the 597 due to a fun shooting session I had with a buddies gun where I couldn't miss a target. I haven't found that my own gun preforms as nicely. His had the VQ hammer and extractor installed so perhaps that plays into it...

love the 10/22, had an old one stick 2 lead in the barrel, ( old, bad ammo ) gun should have blown up, same gun is still going, with same barrel, no problems, that gun is crurrently a farm gun, full of dust and straw, and more shots through it than i care to guess at, and functions great. bought a 597, spent 3 months trying to get it to feed properly, and what it likes to eat, got it figured out, and sold it pronto went back to the 10/22. once they break in they work nice. the 597 action looks to me like it was based off the 10/22 action, just with a couple changes, and the older mags were horible. just my opinions.
 
Standard v.s Standard, the Ruger is a better firearm IMHO. Modified v.s. Modified, hands down, Ruger wins out. I've owned both and can't say I had one particular issue with my Remington. It fed, it ejected & it shot with reasonable accuracy. It is, though, a very cheaply put together throw away rifle in standard form. I will not comment on target models or the like, as I have never owned one. The ruger 10/22 action is one of the most copied actions out their in the rimfire world. To me this says alot about it & I don't see STI or the like copying Rem. 597 actions.
Go for the Ruger. Don't like it, sell it. Buy a 597 & don't like it, I suspect you'll be stuck with it...
 
I was in the same situation as you and decided on the 10/22 compact. I love the gun and have a bunch of aftermarket parts ordered for it. The net is filled with video's on taking apart and installing any part imaginable.

Bought a 597 2 years ago, sold it this year. Shot OK, nothing special in the accuracy department. Moderately picky about ammo. Aftermarket mags, I bought 3, had to file down areas on all 3 to get them to seat. They were all badly cracked all the way up and down after a winter in the garage.

Bought a 10/22 Target. Too soon to say, but it's starting out better in the accuracy department. Bought 2 steel lips mags for them, seem very well built and no function problems so far.

Did some amateur smithing on both, had the trigger groups right apart etc. Ruger seems to be a bit better (and certainly more/better info about working on them), tho not confident in the long term life of the plastic parts in the Ruger.
