Ok. I have leupolds on all my rifles and i am extremlry partial to leupolds.
But my cousin needs a scope for his new rifle and due to budget etc. he has decided on one of these 4 scopes. Elite 3200 3-9x 40mm, Burris FFII with ballistic plex 3-9x 40mm, a Burris Timberline 3-9x 32mm and Vinally a Vortex Viper 3-9x. He's not interested in Leupolds and these are his only choices.
It's going on a 243 so eye relief isn't a huge factor. His biggest concern is what will be the brightest and clearest scope in the last 5 minutes of legal light.

Well I have been using Vortex exclusively now for over three years, and in the past I used the Bushnell and the Burris you mentioned there. I find the Vortex better than both those scopes as far as brightness and clarity is concerned. They were good scopes no doubt, however I find the Vortex quite a bit better.

Based on your scope selection, the three brighter ones (Burris, Elite, and Vortex) are probably his better bet. He really should go in to a store and look through those three - they all have the same exit pupil size however clarity will be based on which one looks clearest to him (They are all pretty comparable).

I would certainly want to look through a Redfield Revolution before deciding. Since Leupold is running them and Leupold is serious about their reputation for quality, they are probably trying to make them very good scopes for the money.

If he really wants to get low light performance he better start looking at 50mm objectives and better scopes. Within a price range, light transmission differences between scopes of similar powers and lens size only vary a few percentage points one way or the other. Better lens coatings in more expensive scopes improve things, but here too the differences from brand to brand aren't actually huge. A big objective won't make a crap scope into a good one, but all else being equal size matters. So does price.

Normally, the people that are looking for the "last 5 minutes" are awful curious about the next hour and half too.
