I asked my buddy who works at the class III store. He said that it isn't intended as the owner's personal monogram. Its supposed to be the info of the entity who created the SBR. And thus, I can send it back to Vector to have it "re-manufactured" and not require any new markings at all since their info is already on the receiver. If I chopped it myself, I guess I would have to...
That makes sense since I looked for the markings on the new SBRs they have in the store and some I seen at a gunshow today and I didn't see any on the Vector HK-53 clones. Actually, now that I think about it, one company had an SBR'd AR-15 built on a bushmaster lower and they had engraved their company name on the receiver... I found that strange at the time. I guess that was the "markings".
