What's the difference between these die sets?

The basic die is the FL, full length sizing die.
The SB is small base, for slightly reducing the base for use in some auto loading rifles, or maybe even some levers.
The Neck sizing is for not full length resizing cases used in the same rifle. Even these, after a few firings, have to be full length resized.
Get the basic, FL.

SB will work your brass too much, if you use it in a bolt rifle, you don't need it anyway.
Neck dies are great, but you can't full size with neck dies. Full size dies, will do full sizing, and you can also just do neck sizing with them, you just need to know how and pay more attention. So, Full length dies are the best first set to buy. Later if you want, you could get neck dies, to make that process easier.
