What's this do-hickey?

I had a choice of putting this here, or in gunsmithing. If it belongs over there, Mods, please move it with my apologies.

My dad has a "New SKB" 1900 semi-auto shotgun. It cycles hunting loads fine, but won't cycle light target loads. It used to cycle both without a problem, now only the heavy loads work. Sometimes it won't extract the empty all the way, somtimes it will extract the empty just enough to clear the chamber and then it gets stuck on the live round on the elevator.

I started to disassemble it for a good cleaning, and came across a "lever" or "switch" on the barrell. This is not my photo, but one from the net. Looks the same as the one in the bottom pic.

I'm not near the gun right now, and don't know which it is set to, but what does it do? Does this stand for "light or heavy" or does it change the barrel angle "low - high" or what?

I'm a pump guy...never had the forestock off on a semi before. Lots of do-dads in there that aren't in my pump....
 
The down position allows for lighter loads as I recall -- the gas ports and action bars may need a good cleaning. If oil has been used in the past it may be gummed up. These guns should be shot in a nearly dry state in that oil should be used very sparingly and then wiped off all movable parts (slides etc....)

Thanks guys. It MOST DEFINITELY needs a good cleaning. I would guess there's several thousand rounds through it without ever being taken apart. There is a layer of residue on the tube that is about twice the thickness of my thumbnail.

I'll try it after it's been cleaned, and then maybe flip the switch and see what that does...
