When i register this beast of and AR

Close the bolt, put a rod down the barrel without muzzle attachment and mark on the rod where it exits the barrel. Measure the rod and that is your barrel length.

Or just Google what 16 inches is in mm and tell them that length in mm. It's an AR. Barrel length won't change its classification.

It should be registered already as a receiver.
 
I know it's not what you're asking, but why re-register it as a 16"? I'm assuming it's already registered as receiver only, why not leave it like that?
 
I think they ask for it in millimeters so be sure to have the conversion to mm once you've measured it. They did when I added a barrel to mine

Just starting one myself...not an expert. My paperwork stated as soon as it can be fired you must contact CFC about particulars. Seems reasonable that it is no longer just a part.

Having built a colt Canada IUR AR rifle from frame receiver only starting off this year and registering it as a complete rifle, you are required to give the CFO the exact barrel length in mm. The other issue I had was the CC receiver had no model number on it and this turned out to be a interesting discussion with the personal at the office. As well as trying to explain that even though it is registered as either SA 15.7 or 20 that this actually wasn't what this lower receiver really was and that it wasn't stamped on the receiver as well.
