Where do you find "parts kits"

I have seen complete parts kits for sale on this site, especially for prohib's such as AK's.

Where does one find these, besides on the EE?

Centerfire Systems in the US sells them, for much less that the EE, but can they be imported? The don't have a receiver, or at least not one in one piece.

The U.N.'s ITAR has made them more difficult to obtain lawfully.
