Get in the prone (or standing) position with a 13lb rifle and try to hold the gun on target for any length of time (without using a bipod or other mechanical rest)...

Eventually,
- your elbow will get sore from digging into the ground
- The sling will dig into your arm and your hand
- The sling will try to pull up your sweather/jacket

The shooting jacket (and glove) helps alleviate some of these 'discomfort'...
 
The sling (usually a single point sling) goes around the upper arm. The shooting jacket stops it from slipping and the padding there should stop you from seeing your pulse. The other end of the sling is attached to a handstop on the forestock of the rifle. The shooting glove or mitt is used to stop the sling from cutting into the back of your hand/wrist. This may seem awkward and is when you first try it, but you either get used to it or shoot F Class:p
The sling takes up much of the weight of the rifle.
For 3 position shooting (standing, kneeling and prone) the sling can be used in the kneeling and prone position but can not be used in the standing position.
Basically there are 2 types of shooting jackets for target rifle competition. One is the ISU or ISSF jacket like the OP is looking for. The other is a highpower or fullbore jacket thats usually thicker and provides more padding. Either type can be used in Canada for fullbore target shooting. However highpower jackets are not allowed in true ISU/ISSF events.
ISU/ISSF have stricter rules as far as jackets and under clothing than fullbore.
 
Or you can get one like Maynard with the extra long sleeves that buckle up in the back.

Yes but his jackets are not ISU/ISSF legal. ISU jackets can not have adjustable straps/buckles to tighten the fit except behind the shoulder. Buttons fasteners are legal and maybe zippers but no straps. ISU/ISSF rules are pretty anal, one reson I don't shoot smallbore in Canada.

I'll stick with F-Class. I love shooting in shorts and a t-shirt when it is 40 degrees outside. I may shoot in a Speedo just the throw CyaN1de off his game!

Tanning myself and watching TR guys collaps from heat prostration is twice the entertainment!
