I'm looking to get a rifle i can use out of the box, but have the option to upgrade later on. This model seems to be THE DIY rifle, but I'm having a bit of trouble finding them. Who sells them? I've seen a few different forum posts claiming they've been had sub-$300 too, but is this realistic?

Your belief is mistaken. The Axis is not a version of the 200. The 200 is a version of the classic Savage bolt action design used in the 10/110, 11/111, 14/114 models but without the options and upgrades such as detachable magazines, Accutrigger, stainless steel. It was conceived as a very basic entry level rifle that could be sold new for a low price. The Axis was also conceived as a very basic entry level that can be sold new for a low price (I still don't understand why Savage saw the need to compete with their own Stevens 200) but it's a completely new design.
