Bad question. The AR has a huge following because of the amount of goodies around for it. This is largely due to the media in the US showing us all the weird and wonderful gadgets that they can use anywhere. In Canada non-restricted black rifles are "better" for different reasons. Chiefly, because they're non-restricted. I own a SAN and wouldn't buy a restricted long gun because I want to be able to take my rifles out and shoot things with them.
You're asking an apples to oranges question that cannot be properly answered. They aren't all restricted, thus none are "better".
If you just want to shoot at the range, and nowhere else, buy an AR. If you want to shoot gophers, deer, pop cans, etc, then buy a Tavor/XCR/SAN...

if your someone that likes to play with things and build the gun to what you want pick an AR, however two penalties: one, being its restricted so range use only; two, the chances of being 100% unique are slim.
the TAVOR and the XCR have the advantage of being NR but the TAVOR is very limited with what you can do with it in the terms of mods and customization about all you can do is different optic, light on the side rail and if you get the bottom rail set up a VG or bi-pod.
the XCR as its "caliber conversion" system and as a complete monolithic railed upper, so you have more options for what you can do to it in the terms of accessories. also if you can find the stock adopter you can slap AR stocks on it (highly recommend in my opinion).
the nice thing all 3 of your choices is they all use AR mags and normally (exp the XCR in some models) shot .223/5.56. personally having shot all 3 at one time or another if i wanted a mod gun and planned on only shooting at a range i pick a AR, if i didn't care about modding and wanted to shot events like 3 gun or tactical carbine class/matches and go and shoot varmints and predators with the same rifle i would choice a TAVOR. i could go on but I'll keep it short and to the point.

I suggest you try them before making any purchase. What do you intend to use them for?
What's your budget? If you go the AR15 route what configuration are looking for? (14.5", 16" or 20" barrel?) Do you want to dress up your rifle with a while bunch of gimmicks?

Budget wise, I’d like to stay under 2600 if at all possible. This whole “you can take a NR out to shoot at cans” talk has started to make me think. Mind you, I can do that with a shotgun too. Ah, so many choices and thoughts.

For $2600, you can get an AR 15 and a decent set of optics, or you could get a Colt 6920.

Guess I shoulda read the part about restricted config. If its restricted than a quality AR will be hard to beat for price and performance. If non restricted I vote Robarms XCR but for obvious reasons.

I voted ar, but the XCR is pretty great... looks ###y, piston driven, you can bolt on alot of the AR goodies to it, including the stock like the one in the link above, plus its non-restricted so you are really getting the best of both worlds. the factory stock with it is damn uncomfortable though so id switch it out.
