I know there are alot more but looking for a high powered rifle something..., Tactical.

The question is pretty vague. Go to hornady dot com and pick out the bullets,
go to hodgdon dot com and find an average load and velocity and then find an 0n-line ballistic calculator to tell you what sort of range and trajectory you'll get. 3 k is just under 2 miles. For all practical purposes, this is not within the capabilities of any of the choices except maybe the 338.

If you're asking a question such as this, I would suggest you start small and put more time in developing your own shooting skill. Those distances are not a piece of cake.

You need a 338 or a 300 RUM, a mil dot scope lots of practice and tracers to shoot that far. Keep in mind tracers are FMJ and therefore not legal for hunting.

Must be .50 cal. or possibly something over .40 in a .50 case, bullet must be heavy and very high BC, to qualify above all others.

I have dinged things at 2 km's with a RUM. It's fun. I wouldn't call myself a sniper or a pro at that range but I have fun with it. One of these days I am going to put a 4x8 sheet out that far to see where I am actually hitting. I usually aim for a rockso you can see the dust and have a spotter with binocs. The tracers are the only way I am able to do this, otherwise you can't see where your missed shots are landing to adjust. You realy get a good idea of how much they lob at that distance with the tracers.

I'd suggest that 1 you find a range you can shot 2km at and start shooting at 100 metres first.. once you have that mastered.. like a 5 round group that cloverleafs move back to 200 then 300 then 500 then 1000.. and your lucky enough to be able to shoot groups at 1000 metres start competing and/or join the military... for long distances like they you will need to spend 5-10K or more on the rifle and optics...
As for calibers 408 chey-tac or a 50 BMG, a 338 LM will work as well.. and at $5-10 a round hope you have deep pockets...

"...to hit a target say 2-3 km away..." Forget it. Rifle bullets will certainly go that far, but you won't be hitting anything. Just seeing a target at that distance is a feat all by itself.
The only rifle that will even come close at 2 or 3,000 meters is a highly tuned .50 BMG and not at 3,000 meters. The longest shot ever taken with a hit was a bit over 2400 meters by a highly trained Canadian sniper. And not with one shot.
There's no such thing as a 'tactical' anything. It's a marketing term.

So did you find a range where you can shoot 2K?

Theoretically, the furthest bullet will have the highest BC launched at the same velocity.

So in Canada, the most common readily available bullet to do this is the 338 300gr MK at 3000fps. Wildcat bullets is making some very high BC bullets in alot of different cals so you can explore those.

There is a club in the US that shoots 308's to 3000yds. Big targets on the desert floor.

You can shoot a 45-70 and 405gr lead bullets to 2 miles if you really want to so just about anything can be used to go far.

I think the question you may be trying to squeak out is which rifle/cartridge/bullet combo will make extreme range hits probable. Here, I would start with a 6.5, 7mm. 30 and 338.

Anything larger is either plagued with costs or component availability.

Remember, I am providing info based on what I have done and will be doing. I hope this is not some keyboard sniper project.

Real long range shooting

The Canadian Army used to boast they could put one on a blanket, 11 miles away, by the third shot! The 155mm will do about 16 miles. The Bismarck blew the Hood out of the water with one shot at 16 miles. The U.S. Navy was experimenting with "long shots" on one of their battleships, and got one to go about 55 miles!!!( but it did blow the gun turret off, and kill a couple of sailors. The Navy, in their wisdom, decided to blame it on possible suicide by a scorned ### sailor)

As above, BC is very important. Weight of a bullet depends on what you want to do when you get out a couple of KM. If it is just targets, then bullet weight is not important since you don't need the retained energy.

As I recall there is a 50 cal bullet (BMG) that literally falls out of the sky as soon as velocity drops off at around 1000m. This is done with the design of the bullet that becomes unstable below a certain velocity, tumbles and looses velocity very fast.
