Who fixes S&B scopes?

I bought an older "klassic" 1.24-4x22. The glass is mint. The finish is excellent (minus some minor grooves in the tube from over-torqued rings) Problem is... the reticle is loose and rattling around.

Who fixes these in Canada?

I'd ask the friendly folks at Wolverine Supplies...

But it looks like the only two 'factory' service centres are either in the US or Germany

Trace optics can probably do it, he did work on my Hensoldt and Kahles scopes.
