They have the 35 MOA SAKO TRG rail... Got a S&B 5x25x56mm in a 0 moa cant Spuhr mount... not sure I'll be able to get a 100y Zero with the 35 MOA...

Thats a better base than the 20moa for the 5-25 PMII anyway. You wouldnt get the full 26mil of adjustment with a 20moa base (not in my experience). 30-40moa is ideal.

I have 5-25 PMII's mounted in 30moa and 40moa bases and it was no problem to "0".

Yeah, I guess you're right :) Doing the math and I should be left with about 2 MILS down.... What height of rings are you using?
 
40 moa rail is full length so 1.44" (iirc). 30moa base is factory Sako 3-ring mount.

You'll probably end up with a low or medium at most. Probably 1" or so in height.
 
I'm looking at the Spuhr that is 0 moa and 1.18'' high...

with the 56mm objective, I have 0.080'' spacing with the rail... but since it's not full length, clearance will be more...
