Who made this M14 scope mount? pics/info added

Can anybody tell me who made this M14 scope mount? It’s marked SAM and has an S over M logo on the top. I thought I remembered seeing one of these posted on here before but can’t remember what it was. Perhaps Israeli?? How about value?

Yes I’m quite sure it was designed for use with these bases. There has been a cut made to accommodate back base’s windage adjustment screw. The rings are defiantly Leupold but not sure about the bases but they are removable. I should also have mentioned that this thing is all steel as well.
 
Thought I’d add a few more shots with a little more information. First is the SAM mark on the side.

Unusual mark on the underside of the mount. This mark is duplicated on the opposite inside face of the mount as well. This is what led me to speculate it may be of Israeli origin.

This is the “S” with an imposed “M” mark on the top beside the front base.

The mount appears to have been milled from a solid billet and the bases added after. I don’t think this is some home built item but rather something intended for a military application.
