Who manufactures the newest issued AR15s for the U.S. armed forces? Is it FN?

They don't buy AR-15's.

FN Manufacturing has a contract to supply the M-16.
Colt are the only supplier of the M-4 (after some legal battles)
Bushmaster was awarded a contract to produce M-4's back in 1991 IIRC, but that was also one of the legal battles fought with the US GOVT.ORG and Colt.

HK - Hk416 (majority upper only)
LMT - Mk18 upper (upper only)
