who sells 12 gauge dummy loads

You can try dummyammo.ca; they've been posted here on CGN before.
If you can find someone who reloads shotshells they can make you up some; most likely with just fired primers and some filler instead of powder. Would probably be a lot cheaper than dummyammo.

Canada Post does not allow dummy ammo to be shipped so technically they would need to be sent by a courier who allows that sort of thing. I'm sure many have sent them via Canada Post without knowing they shouldn't or without telling anyone but if you're caught, that's on you. The website above ships by courier.
 
Yeah, just trim the exposed crimp on a fired shell. Then fill it with 1oz of washers or small bolts. Then fill the shell with kitchen or window silicone.

brownells.com sells Dummy loads for many Calibres. Shotgun included.

Go to the website, type "Dummy" into the search bar and up comes the options :)
 
There are lots of snap caps to be found on ebay. I've ordered them in several calibers, including 12 gauge. Canada Post delivered them without issue and the packages were clearly marked as to what they were.
 
A-Zoom ones chip and get marred up really fast leaving metal slivers in your guns action.
Other snap caps are meant only for dry firing to practice trigger control and to store a gun with the hammer dropped to alleviate leaving the guns spring being compressed during long-term storage.
It's important to know the users intended use before recommending.
