He's not unwilling to ship them, it's just not worth the hassle on his end to get the export permits. I exchanged a long series of emails with him a year or two ago about his AN1 tube stock for smallbore and almost bought one -- I live on the border and keep a mailbox in the U.S. so he could've shipped it to me there. I think some overdue car repairs killed that purchase.
