I think he might have been referring to the the semi automatic only variants, which are made for the U.S. market by the thousands.
They were prohibited because they are scary and the laws were made by people who had ZERO knowledge of firearms.

look at the FN FAL and the M1A they are bolt semi auto in 308/7.62x51 and one is prohib and the other none restricted ...
