Why is the Rossi Circuit Judge Restricted?

I wanted to know if someone can answer this for me.

I am interested in the Rossi Circuit Judge in .44 mag but when I found one for sale on Prophet River, it states the rifle is restricted!!! It has an 18.5" barrel, I don't understand why this rifle is restricted... Can someone help? Is it because the overall length is too short?

Because it uses the same frame as the pistol version ie a pistol frame so it is restricted.
