Why isn't 10/22 restricted?

Our under 18.5" in barrel length, for Rifles.
I forget what the min' Length is for Handguns before they become restricted.

Actually it depends on the factory configuration. Dave Tomlinson likes to tell people about his Brazilian Urko .22 rimfire 30-shot semi-auto rifle with 9-1/4" barrel, which is NON-restricted.

A factory made semi auto rimfire rifle under 26" overall length is restricted. There is no restriction on barrel length or magazine capacity. I am building a clone of a Ruger 10/22 (using a custom Volquartsen receiver) that'll be classed restricted so it can be super short, 8" barrel and folding stock well under 26" OAL.
