Why No Czech Long Action Semi-Autos?

Just for the sake of discussion, why do you think the Czech military decided not to come up with a 7.62x54R version of the VZ. 58 action when they were whipping them up in the 50s? The max case pressure of the x39 an x54R are quite close so the action would have been sufficiently strong I gather. Furthermore, the Czech military obviously had a role for such a rifle as they adopted the Dragunov around the same time but perhaps they had exhausted their resources by that time?

The case pressure is the same, but the bolt thrust on the x54 is significantly higher. I'm sure a beefed up action of the vz-58 design could be made to handle it, but there are many other issues to deal with too.
 
They still use the Dragunov to this day, perhaps not in a capacity that would warrant the manufacture of their own 7.62x54R but it'd be interesting to read up on their prototypes. Any info on those wojnar?
