Why is it so hard to find complete uppers? Lowers can be found anywhere these days but complete uppers are hard to find, especially in the $1000 or less range. Being unrestricted and with all the lowers floating around you'd think there'd be more uppers being built and sold. Does a guy have to build one?

In canada. I feel like Canadian retailers are slacking because of the dollar. I have been following alot of stock for months and things just stay out of stock for months. Bad selection of stuff as well. I mean they are hurting themselves more than they think by not ordering. Just go to US sites and shop. Irunguns.com and brownells for accessories. Much cheaper, far more selection that is actually in stock

Not everybody has the tools to do a complete build.
But like biloh said, just buy from the states If Canadian retailers can't be bothered to have stock

Questar has lots of complete uppers, but possibly not the selection you are looking for.
Not hard to slap one together, all you really need is a vise, torque wrench, AR upper vise block and the armorers wrench. That does add about $350 to the cost of your first upper, but there's bound to be more right!?
