Why would Miramichi say this?

Bit of background; I submitted my PAL and RPAL application back in early June, received in there on June 8th. Application showed up online yesterday so I called in to see how many references they want to speak with and if there was any further info from me they needed.

The call seemed pretty routine until she tried to tell me that my 28 day waiting period had just started as they had just begun the app. I tried to correct her and said that it should be 28 days from their receipt. She repeated more slowly for me "your 28 day waiting period begins today as your application was just started today. Call back in 3 weeks." I didn't argue with her beyond that- I knew from their own website and from timelines posted here that isnt the case but Just said 'OK' anyways.

The more I think about it though the more it confuses me. Could the info officer really not know that? Was she lying to me in order to make the process more discouraging? Is this just a game they like to play over there on new applicants? Did I just sign up for an additional 28 days?
 
Well, three weeks isn't 28 days, so that's a good sign... their sandbox, their rules, I guess, until someone better takes over the sandbox. (or hell, we just dump the whole thing out onto the street and let the rain wash it away).

Yeah. I'm not too worried. I've been waiting years to finally get arround to doing this. A few more weeks is no big deal.

Im pretty new to this process and don't really know what to expect. The stories I've heard from other people have all told me the 28 days is from the time they receive it (which is why it takes 28 days to show up online).

Really I don't mind waiting or jumping through what ever hoops they want me to I know it will come to pass eventually. I was just a little confused by her remarks being in such stark contrast to everything I've heard anecdotally. I guess I was looking for someone to come on here and say it took them less than 58 days from the time it was received. Like you guys say though- Their sandbox their rules.

Never had issue with anyone at the CFC. I don't mind the 28 day waiting period. It is what it is.

Its the CFO's that drive me crazy.
 
Haha so this is ironic. I just checked the status of my license as I knew my reference had called in today. It has already come up as approved and issued! Whoo!
I guess this is a non-issue now!
 
The 28 days is just a "standard of service", kinda the same as the post office saying that it "should" only take 5 days for a first class letter (or whatever).

I think if you read in detail the (rules, provisions - whatever you want to call them) they are not "obligated" to meet any timeline but that at a "minimum" it will be 28 days to process because that "28 day part" IS a legislated waiting period.

Here's what the (standard) states - but if they are busy, or their goldfish has to go to the vet or any number of other reasons, they can take as long as they like:

Our service standards to process a complete and accurate application are:

  • 45 days, including the 28-day legislated waiting period, for a licence application;
  • 30 days for a registration application.

So if you get it any sooner than "45 days", they have actually beat their own service standards and deserve a pat on the back, and performance pay, for efficiency :)
 
Assuming they didn't check off approved by mistake I think they totally deserve a pat on the back.

If a Mod wants to kill this thread I think it's redundant now that the licience has been issued.
