Will a GLOCK17 fit in this holster?

Based on the info given, I'd say yes. My question is why would you want a shoulder holster? Most ranges won't allow them due to poor muzzle control. They are also quite difficult and dangerous to draw from without sweeping yourself and others.

I have an ATC and can carry in the field.

A shoulder holster is sometimes suitable for field carry depending on conditions.

I carry my Ruger SRH .454 Casull crossdraw in a Mernickle flap holster on a nylon 2.25" garrison belt.

During the bear hibernation season I can carry a smaller, lighter handgun like a 4" .357 or perhaps my GLOCK.

Shoulder holsters tend to be uncomfortable while wearing a pack but the good thing is that they keep your handgun high and dry.

I agree that shouder holsters and cross draw rigs make it possible to sweep others at a range with your muzzle during the draw. I always practise with this in mind.
 
If you buy cheap crap to haul your stuff around you will end up paying for it some other way eventually. If you are set on a shoulder holster check out these. I've dealt with him when he used to be at Blade Tech and he is a stand up guy.

If we can't square you away, you're probably a communist or shouldn't be carrying anyway.
 
We just received some very nice nylon shoulder holsters. I like the added padding on the shoulder straps that you don't see on cheap 'shopping mall surplus store' shoulder holsters.

This model is also ambidextrous and is horizontal draw - which may be less irksome when wearing a backpack.
