Thats good to know. Its some times hard to get parts shipped up here, as you have experienced i'm sure. I might go this route.
I just picked up a nice one off of the EE for $30 delivered and bought a firesight for my Marlin at Reliable for $23. Going out to shoot them in a week or so. I had to replace the front bead cuz I think the sight expects a ramped bead which is not on my older Marlin/Glenfield version of the 336.

Paperwork? What paperwork? Just phone Williams...I ordered 3 sets that way. No hassle and no paperwork.

I phoned Williams, asked a couple of questions, and placed the order.
First question: Are you able to ship to Canada?........answer "Yes"
Second question: Is this kit (FP-94/36 FS Set) what I need for my Winchester model 94? Answer: "Yes"
I had the package in my sweaty little hands in a couple of weeks.
I received 1 "Foolproof" receiver sight (side mounted for pre-Angle Eject rifle), and 2 replacement Firesight front blades (one was for narrow ramp, one was for wide ramp) I installed the receiver sight in 5 minutes, and have been using the original front bead sight on the rifle (with the hood removed). I like it!!
So, what was your total cost for these items?
The package deal that I got cost me $82.95 (US) + 9.95 shipping.
This was for their FP-94/36 Fire Sight Set with a "Fool-Proof" receiver sight and .343 high medium-width front sight and .343 high narrow-width front sight.
Invoice date from Williams was 03-13-09, so it's a recent and up-to-date price.

With all due respect I would rather not be cavalier about bringing a gun part across the line.
A good friend of mine (and a well known member here) has his a$$ in the sling because of some silly import law he was unaware of....He is a law abiding person and would never intentionally break the law...I guarantee he moves more stuff across the border than you do.
I need to get into the USA for business purposes and would hate to screw that up as a result of a faulty assumption or something I didn't understand.
If Williams can export then great.
If this is something you are comfortable doing... good for you.

The safe and simple route is to ask the business you are dealing with if they have their paperwork in order for export to Canada. 
And if it is for some reason really problematic then order the part via another country that does not have such anal restrictions...

That's exactly what I did. First question to Customer Service was if they can ship to Canada. Once that question was answered, I asked to be transferred to the "sight guy" to make sure that I was ordering the proper sight.
Quick and painless!
Williams definitely has their ducks in a row with the State Dept. regs. Last year I tried to order a Marbles sight from Brownells and got a "no-go", as Marbles hadn't sorted out the State Dept. paperwork (they do now, although, unlike Williams, I don't think you can buy from them directly.) Anyway, I ended up talking with someone from Williams on the phone at one point and he said, "No problem. We are cleared for export. We can take an order over the phone right now if you want."
Western Gun Parts, as suggested, also carries Williams, although if they don't have it in stock you may have a long wait as I think they only order a couple of times a year.
