Win Model 70 Safety Question

Hey Guys,
I own a Model 70 CRF and just picked up a Model 70 push-fed model as well. Its a used gun and upon inspection I realized that the bolt does not lock down when the safety is pushed all the way back like my 3-position safety on the CRF model does. Other than CRF vs PF the gun has the same 3-position safety and is very identical. Just curious if all Model 70's are supposed to lock the bolt or if the push-fed model is different. This is my first push-fed and the seller is unsure as well as he's never owned a Model 70 before.
The rest of the safety works perfectly from what i can tell and the gun looks to have been well taken care of. If this is not natural, what could be the problem and how hard of a fix is this? If it IS normal on push-fed models....then all is well.....

It is my belief that Model 70 safeties located on the bolt shroud are all three postion safeties.

There are lots of things that can go wrong.... one of them being the little pin that protudes to lock the bolt handle, might not have protruded quite far enough and got sheared off by forcing the bolt open when the safty was fully engaged...... or it might have never been made correctly right from the start...

Take the rifle to a gunsmith familiar with the mechanism and have it repaired and tested properly.
