If anyone knows what the twist rate might be or where I could find out that would be great

Most 1-10"s will handle from 55 to 100 gr with good accuracy, anything heavier is best with a 1-8". Barnes has an 80 gr TTSX that is flat shooting and works very well on deer size game, the .243 55 gr rivals the 22-250 & 220 Swift with the same bullet weight, and is very flat shooting.
 
Don't bother trying 100 gn spitzer boattails they don't usually like the 1-10 twist...............Remington uses a 1-9 in their 243s.............much better for heavier bullets.
 
Mac a nice looking rig. Same as my 7mmRM except barrel length and no recoil pad. Did I see that for sale just recently??

All the M70's I own or have owned,.. would shoot Super-X silver box ammo very accurately. I'd try some 100PSP's silver box in it for a base line. My .243FWT pre-64 would shoot less than 2" at 200 with 100grPSP Super-X. The 1/10 is good to go with these flat based 100 gr bullets.
It would seem Winchester did mate up their Super-X line perfectly in the accuracy department for their M70 rifles. If she don't group well with this ammo, a tune up may be in order, starting with the scope/mounts, screws, bedding, muzzle condition and so on and so forth...........
