This is what I have found:

83 Blue Dot

It is the same powder made by Olin.
As any given powder may vary from batch to batch there may be some slight loading variations as these are 2 different batches of the same powder.
I just used up the last of my 571 for a Major Power 38 Super load and then filled the measure with HS-7 which in this case weighed a tenth of a grain lighter.
Groups and chrony results were the same.
If I were to open up the meter to get that extra tenth of a grain of powder, the results would likely be in line with what Steve experienced.
