I have (well my dad does) a Cooey 600, the one with the dovetail rail cut into the receiver. I took it out to the range today and finally found ammo that will fire about 99% of the time compared to 4 out of 5 failure to fires.

However, with the iron sights it is shooting about 3 inches to the right at 50 yards. Can you adjust the sight using a punch or is it just in there for good?

Use a punch, preferably non-ferrous (brass?) so as not to scratch the steel. On some rifles, I was lucky enough to have a loose enough dovetail to be able to use a wood block and hammer to drift the rear sight.
 
Sadly I don't have brass, luckily the gun isn't a museum piece of a little scratch is fine.

I gave it a couple whacks last night, will have to take the punch and hammer to the range to verify everything though. It seemed super tight so I wasn't sure if it was suppose to move or not.
 
Used a steel punch, it didn't make any scratches, and a rock to adjust the sight at the range. Took a while to realize I was knocking it the wrong way and then got her lined up at 50 yards. At 100 yards it was a little to the right but a little Kentucky windage fixed that.

It is fun shooting that thing now that I found ammo that will fire 99% of the time. At 100 yards the front site covers the area of a 8.5x11 sheet of paper :D
