i have a brand new model 70, and the safety wont go into the intermediate or full on position when the bolt is cocked.it will when the bolt handle is raised about halfway up.Is this a malfunction?

Yes. There should be no fooling or fiddling required with a safety. If its brand new, recently purchased, get it back to where you bought it.

Why don’t give it one good whack over something sturdy, like 4x4, maybe it will fit into a place.
