What kind of rings are on there now? Some rings (Weaver are famous for this) will be very offset if mounted incorrectly. - dan
....the problem is that I can't seem to bore-sight the rifle so that the reticle is still too far to the right !....
Burris Signature Rings with offset inserts will correct this.
Millet make rings that are windage adjustable.
Before going with either of these check your existing rings for proper tightness & also try reversing the front & rear, this sometimes cures the problem.

Make sure that the mounts are centered and that the rings are mounted properly so they are centered also.
The Burris rings are nice as the plastic inserts prevent damage to the scope tube and give you the offset option. Going to Leupold type mounts and rings give you windage adjustment on the rear ring that can help too.
