Winnipeg AR-15 gunsmith?

Any Winnipeg area gunsmiths you would recommend to do some work on an AR-15? I want to swap all the parts from my upper receiver onto a new upper receiver. It's a good target barrel (non M4 feed ramps), but I don't like the receiver itself. Also, what upper receiver would you recommend? Or should I ship it out to someone out of Manitoba to have the work done? If so, who would you recommend?
 
Honestly, I would just buy a reciever block, AR wench, and tourque wrench and do it myself.

There are instructions on AR15.com that show you how to build one.

Usually removing the front sight block is the hardest thing, but if you are just moving the barrel over, you can slide out the gas tube and leave it in place.

Ill warn you, once you invest in the tools, you will be addicted to building uppers.
