Winter ammo storage outside.?

The cold itself will not harm the ammo, it's the freeze/thaw part that will. If the temperature remains the same, I can't see any issues but having the temperature fluctuating might cause condensation issues.
 
I have been storing ammo. primers and powder out doors in a shed for about 25 years years and lots of it and never had an issue so far
May see the odd bit of tarnish on a couple pieces of brass but is cleans right off and works just fine

The only thing you have to worry about (that I can think of) is moisture. If you store your ammunition in a hermetically sealed container that has been purged of moisture prior to sealing, then you do not have to worry about internal condensation from fluctuating temperatures. This can be done using a desiccant such as silica gel packs or calcium chloride.

To answer your questions, yes you can and no it will not harm your ammo when done properly.

Add: Like others have already mentioned, MTM ammo cans are built for this purpose.
