Can you buy wolf springs to replace those in cowboy action SA pistols and lever action Uberti's in Canada or are there dealers in the USA that send to Canada?

I believe Rusty Woods Trading in Mission BC sells spring kits.

The only crappy part is the $25 minimum order and $13 shipping. Sucks when you want a $5 spring. There are a few different dealers that carry them here, it turns out being cheaper.

Also there is a backlog at Wolff, so you're about 2-3 weeks before your order is shipped.
