Would medium+ rings make a difference?

Got an old bubbad's mosin 91/30 that I have scoped with a Rocksolid mount and Leupold 3x9x40mm. Shoots like a dream. Loaded some 150 grain 7.62x54 rounds but they are 3 1/2 inches low at 100 yards all day long. My turret will not got up anymore. My gun has low mount Weaver rings. My question is if I put on medium or even high rings will that bring my point of impact up to the bulls eye at 100 yards?

Unfortunately putting on higher rings will not help in your predicament. What you can do is search for some aluminum shim-stock material then cut it to fit the bottom half of the rear ring (closest to you). Reinstall the scope and try to zero your scope again. In a pinch, you can use the aluminum from a beer can as shimming material as it is a little thicker and may give you more adjustment. Hope this helps!
 
"...the rear ring..." That'll raise the back when you need to raise the front. You using a matched set of rings?
