I took a 2nd hand Bushnell 4X scope off one of my guns this week, (it's about 30 years old) and put it on another gun.

At the range today, while bore-siting it, I turned the dial to lower the crosshairs as they were WAY high, and I didn't even feel anything, but suddenly the dial wouldn't move any more either way.

I tried to shoot the gun anyway on a big piece of paper and it's shooting four feet high.

Is that scope broken now or fixable?

Sounds like a mount/ring problem if it worked ok on the first rifle ;)
 
If the dial wont move either way I would guess something is pooched , Send it back to bushnell even though it is 30years old there should be a lifetime warrinty with it , They will most likely send you a new one
