This is Russian made steel cased, Brendan primed. It is marketed as "performance ammo military classic" Fired off 20 rounds with my Mk1 P14. One in three had pierced primers. I have never had this issue before. Just to make sure it wasn't my rifle. I followed these up with a box of Remington 180 gn factory loads and a box of my 150 gn reloads CCI primers and all did well. Firing pin protrusion is to spec and the pin is perfect. Would never buy these again.
 
Did it key hole? In one of my rifles every shot keyholed, out my other it shot fine, very inconsistent and rifle dependant
 
Shot some out of a Shirley 1942 five groove No.4 Mk.1 with pristine bore and it shot fine, funny enough shot it out of a No.4 Mk.1 5 groove Shirley one year newer (1943) and it absolutely hated the rounds
 
I’ve got a ‘43 LB with a near perfect 2 groove bore that sends them tumbling in random directions. Also tried it in a ‘42 Savage with average 5 groove bore that will shoot them but they don’t group, they pattern like a shotgun.
I pulled a few and replaced with projectiles from x54r surplus and they shoot fine in both.

The Russians probably have billions of surplus 7.62 bullets so are using those instead of manufacturing new .311 or .312
 
Yeah I pulled them and they measure .308 except for one very narrow patch measuring .310 near the boat tail so I think unless the bore is pristine there just isn’t enough surface area to spin the round properly
