x-metal poppers

I have been told by IPSCBC that x-metal poppers are banned for use in any IPSC matches. The issue is the bolt hole that one would put a bolt thru and attach a cable to activate a mover. Even a grade eight carriage bolt is unacceptable. This is a safety issue ?They told us to weld the hole but welding AR 500 is an issue. I have asked what brand of popper is ok and am awaiting a reply.
