how are starter pistols regulated in canada (by starter pistol i mean one that fires blanks only)? i want to start training a pup. where can one purchase a starter pistol and the ammunition? even one from a retailer would be fine.

You can buy one from Wholesale Sports or Russell's Sports here in Calgary, both list them in their catalogues. There are no restrictions on purchasing them to the best of my knowledge. Try your local sporting good store in the section where they have their dog training stuff.
