Sure looks like a Moose head to me.
I always thought a butcher shop/slaughter house had certain protocol for disposing of by-products. I think it's illegal to put that stuff in the garbage as it is considered a biohazard? Anyone know?

Butchers can make use of a pit..but it has to be a certain size..to allow the decay process properly..this case is not a pit.

Most Donkeys..have white around the nose , way bigger ears and jaw bone..just my opinion though

its seems like a dumping ground at first but it is possible for it to be a baiting hole. If you look closely there is a whole lot of garbage mixed in with the pile so it could just be some farmer dumping the remains off
