Just so I can appear silly, Will a No.11Mk.III barrel fit a No.4Mk.1? Can it be machined to fit?

The short answer is no.
The long answer is that yes, it will thread in, but will index off by 180 degrees. The barrel profiles are different, so you'd have to shim the stock heavily and you'd have to contend with the sights on the MkIII bbl. Also, it will not have the bayo lugs or mounting point for the No.4Mk1 front sight assembly.
