Does anyone know if it is possible to do a complete build? And, if so, where could one find a lower, and upper?
I ask this because of cost. I know it will not be cheaper (maybe even a little more). It's easier to pay a little at a time, than pay a fat bank interest.

I've never seen any parts available other than warranty stuff and conversion kits.
I would contact Wolverine Supplies (site sponsor), they handle XCR import and warranty claims so they would be the best people to ask.

Personally, if money is that tight I would hold off till you can afford it and just buy a complete used rifle off the exchange on this site, you still have optics and ammo to buy after you get the rifle together and it sure will suck to get one then not be able to afford large amounts of ammo for play time. Rifles like that are very hungry :)

How the heck have you been a member since 2012 and only have 7 posts and zero feedback score? Just curious.

There's a large banner up top; Wolverine Supplies. Click it and search XCR.
I believe all XCR parts in Canada, go through them.

Unfortunately unlike the AR with hundreds of domestic and foreign companies making parts for it, Robinson Arms is the only one making XCR, so you are not going to find any cheaper parts for it.

Maybe one day there maybe more of an after market section. Like the AR, I think this platform has alot of potential.
It would be so great to have another non restricted option out there to customize from the ground up. Wish Bushmaster would get their act together, and produce the DMR.
