Depends on what you want it for.
Police model 870 is a great quality gun for defensive use but terrible for paddling a canoe.: parkerizing is a decent finish,
Many people like ghost ring sights but I prefer open/rifle sights .... it is personal preference.

Most agencies know or deal with use and trust the Police 870s, and choose them over the Express Models because they are better.

I ve had a 870 with the Wilson ghost ring and I didn't like them much. I prefer a lot more the LPA ghost ring sights that my Benelli M4 carries.

Not the same shotgun I agree, but the LPA can be added on a Rem I'm pretty sure.
 
I have an 870 Police Magnum but with rifle sights. The 870 Police gets great reviews and I've been very happy with mine. I use mine just to put holes in paper targets and the action is very smooth. I'd highly recommend it.
