Anyone know of a youth stock for the Marlin 795? I want to give my brother my 795 but he is small in stature.

Doesn't exist. You'd have to modify the existing stock by cutting it shorter, fillin the cavity with monofoam, cutting the hardened foam off flush with the rear of the stock and put on a slip on recoil pad suited to the fit. If you could find one small enough.

A 795 is a really light gun, still might be a better choice even as is. If he's small in stature, or doesn't have allot of upper body strength, you could consider (if you haven't already) a youth bolt action like the Savage Cub or Henry Mini Bolt.
I think bolt-actions are the best choice for new shooters personally. Older shooters like me too. If you scroll down a little, I have a thread on here about Savage's new "Rascal" model. Considering one for my small-framed daughter. Thankfully, she doesn't have her dad's gorilla-like geometry.
