Yugo M48A shooting low

I have a Yugo M48A which unlike most it seems, shoots very low. I must raise the rear sight to the 400m setting to be on target at 100 yards. My belief is that my rifle must have a very tall front sight installed. The only marking I can see on the sight is BK. Do these sights have any height markings on them somewhere? Assuming there are/were different heights available, does anyone know of a current source for for them?

Also are these unique to the M48 or would any K98 or similar mauser fit?

+1. Commercial ammo definitively shoots low. With PPU FMJ ammo, I had to set the sight higher, 300 m I think, to hit close to the bullseye at 100 m using a 6:00 hold. Less correction needed with surplus ammo, the 53 dated yugo...
