Zastava lkm85 scope elevation issue

Is it true the CZ 527 is known for some scope alignment issues ,or was, in the Past?

I've had similar issues with a Nikon 3-12x44 being almost Maxed out for Elevation to get close to a zero at 100m.

Now today, I set up the Burris Prevail RED 3-9x40 an go about Bore sighting and fire some shots to "zero" at 75 meters.

It's out of Elevations adjustment an about 2 inch Low at 75m.

Now I recalled this being a Issue before.

Oddly enough the Older Prevail didn't have this issue... But it was moved onto the FRANCHI because of fitment issues with the occular / zoom end an hitting the scope bases... The newer Red has a shorter mounting area...
An different sized + shaped twist ring for zoom..

What ya rekon, a Soda can shim in the Rear ring itself?

Mounts are leupold rifleman onto dovetail bases?

Scope zeroed windage & elevation adjustments were skewed toward limits mounted on my Remington 799 (Zastava LKM 85 barreled action with Remington laminate stock). Got the windage adjustable Leupold 1 piece base & rear shimmed it between receiver & base. Works fine for me.

My 9.3 Zavasta had terrible alignment aswell. I pop can shimmed both the bottom of the base and inner ring. It worked extremely well and has held solid for 5 years now with no issues.
 
My prior experience with two Zastavas was that the base holes were drilled off center. The scope did not align along the bore axis. I had to use windage adjustable rings. It was hard to zero the scope. Recently i saw a Zastava m70 at a LGS. The rear base had a shim, looked like soda can shim. Decided not to go for it. So far, the three Zastavas i had or looked at had base alignment issues.

But CZ 527 has the mounts machined into the receiver. How would you shim those without affecting the ring’s clamping ability?
